The city of Hailin is located in the southeast of Heilongjiang Province, the hinterland of Economic Circle of Northeastern Asia. It enjoys the reputation of The Immense Forests on a Snowy Land, China Snow Village, the Home of Chinese Northeast Tiger and the Home of hedgehog hydnum. It covers an area of 8816 square kilometers with a population of about 440 thousand.

Hailin is living on woods, developing on woods. It has rich natural resources, excellent ecological environment, long historic civilization, and deep cultural tradition. It is the planet city of Mudanjiang city which is the center in eastern Heilongjiang Province. It’s a commercial transport hub joining Russia, Japan and Korea, east to Vladivostok and south to Tumen River. It is the frontline of the national strategy of rejuvenating old industrial bases, also of the industrial economic belt of Harbin-Mudanjiang-Suifenhe(Dongning) cooperating with Russia in trade and technology which was vigorously supported by Heilongjiang province. Hailin is one of the ten leading counties in Heilongjiang Province .At present, it has formed an economic system with industry as the main body as well as agriculture, tourism, trade, catering industry and so on.   Hailin lies in the core area of the commerce to Russia, route to Northeastern Asia. It is 285km far from the city of Harbin ,12km from Mudanjiang  .It is traversed by the railway of Harbin-Suifenhe line and Tumen-Jiamusi line and the national highway of 201and 301,which can reach Beijing, Tianjin, Jinan , Dalian, Manzhouli etc. It is 20km to the city of Mudanjiang international airport, which can get to Guangzhou ,Shanghai, Beijing, Qingdao, etc. It has opened the international air line to Russia and Seoul. It is 175km from Suifenhe and 190km from Dongning, the two national ports to Russia, joined the railway and road with Russia. Relying on the city’s circle(Mudanjiang,Hailin,Ning’an) which takes half hour to ride. Hailin has become the focus area in the Economic Circle of Northeastern Asia cooperating with Russia , and important economic and trade road for going aboard and connecting the world.

Forestry

Hailin city is an important wood-working industry region in China, with a forest coverage is 71.3%. The amount of the stocking volume is nearly 0.16 billion cubic meter, annual cut is 500 thousand cubic meter. Hailin has plenty of oak, birth, poplar and linden, it has northeast China ash, Manchurian walnut, phellodendron amurense. In this area and about there are 9 state forestry departments, and 6 local forestry departments within a radius 150 kilometers, annual cut is 1.9million  cubic meter, rest wood products is 500 thousand  cubic meter. Near the  Far East of Russia main wood product are. The amount of the stocking volume is nearly 22 billion cubic meter, annual importing is 7million cubic meter from Suifenhe .The rich resources support wood-working industry intensive and deep processing which include high grade furniture, hardwood floor, for collective timber etc.  

Tourism

Hailin is a famous ecological tourism city featured by snow, tiger, mountain, water and folk .It is a famous northern ecological tourism city. The city’s science is nice, ecological environment is good. There are Weihu Mountain, Feshou Mountain , China Snow Village, 3 national forest parks, Lotus Lake national geological park, PLA training skiing base, “BaYi” skiing training base, the northeast largest man-made lake Lotus Lake. There 16 historical cultural relics from Shang Dynasty, Zhou Dynasty. YangZirong legend as the theme,one of 12 Classical Red Route. The Immense Forests on a Snowy Land, China Snow Village, Chinese Northeast Tiger, and Weihu Mountain are famous home and aboard.

North Medical herbs

Hailin is the Home of Chinese North Medical herbs. There are ginseng, skullcap(root), acanthopanax(root), fruit of Chinese magnoliavine(root), velvet, wood frog oil etc. about 200 kinds ,and annual reserve is 125 thousand tons. Man-made planting Chinese medicine has a long history. The planting area of northern pharmacy is about 300 thousand mu, such as rough gentian(root), hurricane lamp, fruit of Chinese magnoliavine(root), radix astragali, licorice(root), north China fritillary, root of American ginseng etc.

Energy

There are 144 big and small rivers in Hailin’s boundary, with a total water reserve of 7.8 billion cubic meters.Planned water energy reserve is 5.56million kilowatt, accounting for 50% of total provincial planned exploitable volume. At present, 23 hydroelectricity stations with total installed capacity of 2.31million kilowatt have been planned;. The wind energy reserve is 0.8 million kilowatt. The factors are good. The clean energy industry’s potential development is large.

Organic food

Hailin is rich in Organic food. There are bracken, auricularia auricula, hedgehog hydnum and pine nuts etc. about 100 kinds. Annual output is 30 thousand tons, man-made planting edible fungus is 60 thousand tons. Hailin is the Home of hedgehog hydnum.

Mining resources

Hailin’s mining resources are abundant and diverse. The mines that are worth to be exploited are gold, iron, magnesium, zeolite, bentonite,  stone, mineral water etc., 36 kinds of mine. The mine is large in storage, high in grade, and easy to exploit. The geothermal resources are the second area after the Tibet area. Decorated stone material include black-white high class and large storage red middle class decorated stone mines which have formed developing mines in scale. The mineral waters from 6 places have been confirmed by state class, which belong to the mineral water contenting strontium and melasilica. 

 Heilongjiang Hailin Economic Zone(Chinese Hailin International Wood Industry City) covers an area of 15 square kilometers. Now, it has completed 8 square km, the water ,power, road, communication etc. infrastructure has reached “ seven forms and ground leveling” .It is the largest area, the highest acceptable capacity, the most competitive power  in southeastern Heilongjiang province . It has been named the middle and small enterprise zone by state, approved province level products exporting and processing zone to Russia. It is the only one which accepts the Korean capitals transfer and strategic development zone for Korean enterprises. The province government gives the policies: “ importing  wood from Russia can change the wheel,  the train can get by  appealing,  customs inspection and quarantine in Hailin” . Ports backward has been realized. The material circulation center has run, it is 40ha, the largest in northeast. It can connect the ports and reach the whole nation. Yingbin Large nature, Longjiang shanglian ,Huifeng oil drilling equipment, Hefeng animal husbandary, Korean shiyuan etc . 32 famous enterprises have stationed in the development zone. The city has developed a preliminary industry system with wood-working industry, food industry, Medicine industry, Light Industry etc.

To use the resources from China and Russia fully, develop the two markets home and abroad. Hailin made the development orientation: building consist market, processing, materials circulation, advanced technology, rational structure, perfect function, the advanced capacity for auxiliary project, and the largest wood industry circulate economic processing zone. Depending on the advantage of the ports to Russia, develop timber processing ,form the enterprises ,as the powerhouse of wood industry, development of the ancient northeastern industry and the largest base.Now, there are 200 timber processing enterprises in Hailin. Their products are sold well to American, Japan and Sweden etc such as, collective timber, board of high density, furniture components, high-class furniture etc. about 40kinds. Many enterprises have the timber processing base. There are 20 thousand industrial workers, which can fit the enterprises requires.

Clear energy industry

Hailin is a state hydroelectricity rural electrified experimental city ，state use power instead fuel experimental city. “ the 9th five-year plan” important project total installed capacity is 550 thousand kilowatt , Lotus Lake  power stations has been completed, total investment 4.9billion RMB Yuan,  total installed capacity is 1.2 million kilowatt Huang Gou Pumped Storage Power Station has start to built, Diaoyutai, Longtoushan have completed and run. The 9-level terrace power plant over the Hailang River has been built in 2007. It has completed to choose 6 wind energy field , with a total installed capacity of 100 thousand kilowatt, Wenhu mountain has been built in 2006.Changting energy field ,Laoyeling energy field have tested wind. The geothermal energy resource project has completed designed, searching for investment.

Tourism industry

Hailin has formed the preliminary tourism system recognized as Three Area (Lotus Lake, Weihu Mountain and China Snow Village) , one Martyr Cemetery ( Yang Zirong’s Martyr Cemetery) and one City (Ecology Tourism City). Hailin has Built China Snow Village, Lotus Lake, the first drift in Heilongjiang, small Jiu zai , Chinese Northeast Tiger garden, Russia custom garden, about  40 scenery spots with the ability of reception, state water projects train base, and the bases of Guangdong, Zhejiang, Jiangsu, and Liaoning are in Hailin. Hailin has turned into one of the shiny pearl on the main tourism routes including the route of Changbai Mountain-Jingpuo Lake and the route of Harbin-Mudajiang-Suifenhe; ongning-Vladivostok-Khabarovsk.

Medicine industry& food industry

Hailin is one of the 100 leading counties in China .It has invited 10 enterprises including Wanderson company, Beiwei company to settle  down here. Hailin has built a green agricultural products system, and built organic food and green food base. With the purpose of building the Chinese medicine herbs city, Hailin has built an area for medicine enterprises in the zone. Xuedu, Kangbao, Immense forest and snowfield, these medicine enterprises have stationed in the development zone.

Special agriculture

The agriculture has initially formed the industry structure with animal husbandry, edible fungus and vegetables as the leading industries. The animal husbandry has occupied half part of the agriculture industry. It has formed the largest hedgehog hydnum in China. According to the development target of vegetables base of the Far East of Russia, it has built the trading market of vegetables and mountain products and many standardization vegetables plantation. Hailin has become the important base of agriculture products exporting and processing to Russia. During the 11th five year plan ,Hailin will be built to be the base of  breeding beef cattle, the home of edible fungus, the vegetables of Northeast Asia.
